Condolences

Robert T. Martin, Certification Advisor for the Bureau of Local Assessment passed away over the weekend. Bob was the advisor for many communities in Eastern Mass. and was greatly respected by many assessors. The note below is from his daughter. She asked that it be shared with his many friends in the MAAO. (1/17/12)

To my father's dearest friends,
My father, Bob Martin, passed away on Friday evening. Please find attached a writing in his own hand. (Click here for a copy of his writing). My father transcribed the writing before he became ill, but kept it among his most important documents. We discovered it on the day of his death.

My father will be laid to rest at St. Bonaventure in New York later this week. Due to the long holiday weekend, logistically it may not be possible to have a wake here for him before his burial. If other arrangements can be made, I will communicate them to all of you.

Paul Gustaf Faler, 71, Wakefield, died peacefully in his Lowell Street home on Wednesday, December 14, 2011 after a brief illness.

Mr. Faler was born in Worcester on Sept. 10, 1941 to Paul and Lena(Morello) Faler. As a young adult, he became intrigued with the study of history, earning a B.A. from Southern Methodist University, and a Ph.D from the University of Wisconsin. He served as professor of American History at University of Massachusetts, Boston, from 1970 until his retirement in 2002. There he was known as a demanding but effective teacher, and in 1987 received the top national award from the American Historical Association for excellence in teaching. Locally, Mr. Faler was well known for being active in civic affairs, serving on the Wakefield Board of Assessors intermittently between 1985 and 2011. In addition to his interest in history, civic concerns, and his love for family, Mr. Faler exhibited great passion for gardening in his extensive back yard. Many people have shared in the fresh produce emanating from his fruit trees and vegetable garden.

Mr. Faler is survived by his father Paul C. Faler of Lynnfield, his wife Karen Faler, a daughter Jessica Pierce and her husband David Pierce of San Antonio, Tex.; a son Seth Faler and his wife Whitney Faler of Ridgefield, Conn.; a son Justin Faler and his wife Elizabeth of Boston. He is also blessed with five grandchildren: Aidan and Anya Pierce; Lucy, Ada and Alexander Faler. A brother James Faler and his wife Bonnie of Wilmington, North Carolina also survive him.

Visiting hours will be held at McDonald Funeral Home, 19 Yale Ave., Wakefield on Saturday from 2 to 4 p.m. A private memorial service will be held at a later point to enable many long distance family and friends to share in a celebration of Mr. Faler's life.

Assistant Assessor
Town of Weston

The Town of Weston is seeking qualified applicants for the position of Assistant Assessor/Appraiser. This individual is responsible for assisting in the inspection and assessment of all real and personal property (4,000 parcels), office administration and record maintenance. Serves under the direction of the Principal Assessor and the Board of Assessors.

Preferred skills and qualifications: a state licensed real estate appraiser’s license and experience in the tax assessment field or an equivalent combination of education and experience; and experience in the use and maintenance of computerized mass appraisal systems. MUNIS and GIS preferred. Individual should hold or be working toward a MAA designation.

ASSESSOR
CITY OF LEOMINSTER

The City of Leominster, Massachusetts (roughly pop. 41,000; 14,600 parcels) seeks qualified candidates for the position of Assessor, on the Board of Assessors.

DUTIES: Performs technical work in mass appraisal of all types of real property classes. Collects and maintains inventory of all real property. Measure and list all properties as necessary as well as conduct regular field reviews and/or inspections. Develop and maintain computerized data to meet state mandated certification standards. As a member of the Board, engages with other board members in negotiations with owner/tax representatives to settle outstanding tax appeals. Reports to Chief Assessor.

QUALIFICATIONS: Should possess a BS/BA in related field – a minimum of 5 years experience in assessing or appraising may be substituted. Extensive knowledge of construction principals a plus. Knowledge of Microsoft Office necessary with experience in Visionappraisal CAMA software and ESRI GIS software also a plus. Excellent communication skills with the ability to maintain impartial and effective relations with the public. Valid Mass. Driver’s license and reliable transportation. MAA designation a plus however, 7 years experience can be substituted.

ANNUAL SALARY: Grade 8, $53,302-68,793 with 8 steps. The mandated starting salary by ordinance is $53,302.

PRINCIPAL ACCOUNT CLERK (PART-TIME)
TOWN OF FOXBOROUGH

Job Description: Responsible for a variety of administrative duties within Assessors Office. These duties include but are not limited to the administration of statuary exemption, excise tax program including billing and abating; and preparing abutters list. Also responsible for completing reports, requisitions and other documents; maintain files and general records, examines documents for correctness; compile any number of different types of statistics; post and maintain general records. The position entails extensive interaction with the public both in person and over the telephone. Performs all other duties that may be assigned by the Assessor, required to maintain the efficiency of the Assessors Department.

Requirements: The applicant should have an Associates degree in a related field, or equivalent education administrative assistant or office clerk. The applicant must be proficient with Microsoft Word and Excel and skilled operation of a computer, and familiarity with Municipal, Financial and Assessing Application. Rate of Pay: $18.82 to $ 25.19 per hour, commensurate with experience.

Assistant Assessor

The Town of Millbury is seeking qualified applicants interested in the position of Assistant Assessor. This position is a Department Head level position responsible for the administrative, technical and supervisory work related to the valuation of all property with in the Town in accordance with state and local regulations and directives. This is a critical position that offers the right candidate the opportunity to make a significant contribution to the future growth of the City.

The City Assessor is appointed by the Mayor, and is responsible for the management and administration of the Tax Assessor’s office which includes directing specialized work in the evaluation and assessment of real and personal property for the City of New Haven. Work involves responsibility for the operation of the Office of Assessments, and determination of the tax assessment in accordance with laws, rules and regulations governing the assessment of property. The ideal candidate will have broad experience in the work of assessing properties. Strong technological experience a plus. The candidate must be a certified municipal assessor pursuant to section 12-40a of the Connecticut General Statutes. If not already a New Haven resident, the selected candidate must commit to living in the City of New Haven within six months after being appointed.

Property Tax Appraiser
Department of Revenue

The Bureau of Local Assessment is seeking an appraiser to provide technical assistance to municipalities in property tax administration, mass appraisal, data quality, tax base growth, and local finance. The appraiser will be located in our Boston office and the territory is expected to be in the Middlesex County area. Duties include reviewing local assessors’ property values, valuing state owned land, equalized valuations, etc. Requirements include four years full-time experience in appraisal or assessment of real property (one year of which must have been supervisory), or a bachelor’s degree with three years of the required experience, and a valid driver’s license. Applicants should have strong analytical and writing skills, knowledge of real and personal property appraisal, knowledge of mass appraisal valuation systems and Massachusetts’ certification standards and statutes. Candidates should be proficient in the use of electronic spreadsheet applications and have effective interpersonal communication skills. Professional appraisal designation and/or appraisal license is desirable. Travel is required.

The City of Pittsfield seeks qualified candidates for the position of a full-time Assessor. The Assessor is one of three members of the Board of Assessors and reports to the Mayor and Finance Director. The Board is responsible for administrative, technical, supervisory and site inspection of all residential, industrial and commercial properties of the City in accordance with the Department of Revenue regulations.

The qualified candidate must possess a Bachelors’ Degree in real estate or related field with a minimum of three years experience in real estate appraisal or assessment. (Equivalent training and experience may be substituted); excellent computer and spreadsheet skills; knowledgeable in property value assessing techniques and practices; must demonstrate application knowledge of the CAMA (computer-assisted mass appraisal system) and MUNIS software; must be a skilled communicator; be diplomatic in dealing with people under stressful conditions and must obtain certification of MA Accredited Assessor within two years of appointment.

City of Providence
CITY ASSESSOR

The City of Providence is seeking a Tax Assessor. The City Tax Assessor reports to the Director of Finance and exercises technical and administrative supervision over property tax assessment functions.

Responsibilities: Establishes policies and procedures to determine proper valuations of land, buildings, improvements, and all tangible personal property and motor vehicles located within the corporate limits of the City. Establishes procedures to inform the public of their rights and obligations regarding property taxation. Oversees abatements processed and corrections to the tax rolls. Reviews property tax appeals at the first level of appeal to the Assessor for final result; defends contested valuations before the Board of Tax Assessment Review or the courts. Interacts with taxpayers and/or their representatives to resolve complex tax issues. Manages all aspects of revaluations.

Minimum Qualifications: Minimum of five (5) years supervisory or management experience. BA/BS from an accredited college or university with a minimum of five (5) years experience in commercial and residential property real estate appraisal or the equivalent training or experience & a Master’s Degree in Real Estate Investment Analysis with a concentration in Appraisal. Must possess a workable knowledge of CAMA software applications as well as a thorough knowledge of modern assessment practices and procedures. Must be familiar with the rules, regulations, policies, and procedures pertinent to City of Providence tax assessments. Excellent benefits.

The Dedham Board of Assessors invites submissions of proposals from qualified firms licensed to practice in the Commonwealth of Massachusetts for the FY13 Revaluation Update as required by M.G.L. Sealed bids must be submitted in accordance with specifications outlined in the Request for Proposal. Sealed bids shall be received at the Chief Procurement Officer no later than 3:00PM January 26, 2012, at which time they will be opened.

Specifications may be obtained at the Office of Assessors on or after December 23, 2011. If mailing is required, please enclose a non refundable money order for $10.00 drawn to the Town of Dedham. Each bid will be accompanied by a bid bond of at least 5% of the bid. The successful bidder will be required to furnish a performance bond in the amount of the contract price.

The Town of Dedham reserves the right to accept or reject any or all proposals, or to select a bidder whose proposal is not the lowest, as deemed in the best interest of the Town of Dedham.

I am familar with the Patriot system as we are currently using that and have been since 2001. I am computer literate and good with databases, excellent with Microsoft Windows applications, especially Word, Excel, and Access.
