Tewksbury’s long-time Chief Assessor Norman Boudreau passed away Sunday, July 11, 2010. Norm began his service to the town in 1967 when he was appointed to the Finance Committee. He served until 1974, the last 5 years as Chairman. He was elected to the Board of Selectmen in 1974 and served three years, the last as Chairman.

He then served an interim appointment on the Board of Assessors. In 1979 he was elected to that Board and served as Chairman until his retirement in 2002. Norm’s service on the Board of Assessors spanned the time from paper records and calculators to CAMA systems and computers. He is greatly missed by his family and friends.


Mr. Thomas E. Acciavatti, 86, beloved husband of the late Pauline N. (Montoni) Acciavatti, died Sunday evening, July 11, 2010 in the Beverly Hospital.

Born and raised in Beverly, he was the son of the late Simone and Romilda (Varrato) Acciavatti. He received his education in the Beverly school system and graduated from St. John's Preparatory School in Danvers. An honorably discharged veteran, he served his country during World War II as a proud member of the United States Army having served in the Infantry Third Army under General Patton in Normandy, Northern France and Central Europe.

Mr. Acciavatti had been employed for nearly 20 years by the City of Beverly in its Assessor's office, until the time of his retirement. Prior to that, he had worked many years in the family-owned grocery business. A lifelong resident of the City of Beverly, he was a member of the Vittori-Rocci Post in Beverly. He was also a member and past president of the Massachusetts Assessor's Association. He was a loving father, grandfather, great-grandfather, and brother, who will be missed by all who knew him.

He is survived by a daughter, Christine Lindsey and her husband, Robert of Viera, Fla.; a son, Simone E. Acciavatti and his wife, Lorraine of Ponte Vedra, Fla.; five grandchildren, Tiffany Sewell of Beverly, Cori Sharp and her husband, Arthur of Beverly, Kyle Wollock and her husband, Josh of Dallas, Kathryn Garry and her husband, Benjamin of Topsfield, and Thomas D. Acciavatti of Medford; one great-grandson, Harrison Sharp of Beverly; four sisters, Theresa Gorini, Amelia Pendleton and her husband, Robert, Lorraine Mead and Matilda Hyde, all of Beverly; several nieces and nephews. He was also brother of the late Anne Bucci, Desolina Ward, Valia Morin and Armand Richutis.

ARRANGEMENTS: His funeral Mass will be held in St. John the Evangelist Church, 111 New Balch St., Beverly, Thursday at 9 a.m. Relatives and friends invited to attend. Burial in St. Mary's Cemetery, Beverly. Visiting hours in the Campbell-Lee, Moody, Russell Funeral Home, 525 Cabot St., Beverly (North Beverly location), Wednesday from 4 to 8 p.m. Expressions of sympathy may be made in Thomas' memory to the Diabetes Association, 330 Congress St., Boston, MA 02210. TOWN OF SHREWSBURY
DATA COLLECTOR

The Town of Shrewsbury is accepting applications for a 15 hour a week data collector position responsible for field and administrative support for the Principal Assessor/Board of Assessors. Primary responsibilities include fieldwork to gather property data, maintenance of property database, and providing assistance to taxpayers. Position requires excellent public relation skills, computer proficiency in spreadsheets, databases and word processing, and the ability to work quickly, accurately and independently. Secondary duties may include data entry.

Assistant Assessor

Assists the Board of Assessors in the valuation and assessment of all property in town. Works under the policy direction of the Board of Assessors and the administrative direction of the Town Administrator.

Associate's degree with minimum of three years related work experience, or significant municipal government experience in lieu of degree required. Administrative Assessor
Town of Rutland

Qualified applicants will be proficient in complex administrative tasks relating to the operations of the Assessing Department in accordance with state and local statutes. ASSISTANT ASSESSOR
Town of Cohasset

The Town of Cohasset is seeking qualified applicants for the position of Assistant Assessor. This 35 hour union position has a starting salary of $20.76 per hour. Salary commensurate with experience.

Candidates should have knowledge of principles, methods, and techniques of real and personal property assessment, Department of Revenue Guidelines, and Massachusetts General Laws. Candidate should possess a college degree or a minimum of five years experience in the assessing field, familiarity with mapping and subdivision plans, boat and vehicle excise processes including billing and abatements, statutory exemptions and deferrals, strong computer skills, and ability to work independently. Experience with Patriot Software, Automate, RRC personal property software is beneficial.

The position requires field work and physical inspections of property, and a valid Massachusetts driver’s license. Position reports to Deputy Assessor. City of Worcester
Assistant Assessor

The Assessing Department seeks a qualified individual for the position of Assistant Assessor. Responsible for field data collection, data quality reviews, market research and other tasks as defined by the City Assessor towards the accomplishment of annual revaluation of all taxable residential properties.

Assistant Assessors must possess knowledge of real estate markets, residential appraisal data characteristics and have good communication skills to deal with the public in the field. A substantial amount of time is spent inspecting properties in the field. Graduation from an accredited two-year college with a major in a related field and a minimum of 12 credit hours in real property appraisal courses; and three year of satisfactory full-time paid experience in an occupation involving the valuation of real property, such as appraiser, valuation data manager, real property appraisal aide or the like. This experience must have been in a full-time paid position requiring the use of independent judgment in the appraisal of real estate, including the preparation of original written detailed reports.

THE JOB: Locates, identifies and appraises real estate for the purpose of taxation. Measures, lists and values new construction projects, plans and other field projects; hears, evaluates and determines disposition of tax appeals; revalues and sets values on existing properties in residential, commercial, industrial and exempt classes; maintains and administers a tax roll of City income; performs extensive statistical analysis of assessments for the assigned purpose of recommending changes to existing records and assessments. MINIMUM QUALIFICATIONS: Bachelor’s Degree in Public Administration, Business Administration or related; and 4-6 years appraisal experience in mass appraisal or fee simple appraising to include both commercial and residential properties; an additional four years of experience in appraising residential and commercial properties may be substituted for a bachelor’s degree. Also required: Designation as a DRA Certified New Hampshire Assessor Supervisor or an equivalent certification from another jurisdiction; individuals certified from another jurisdiction must obtain a DRA Certified New Hampshire Assessor Supervisor Certification w/in one year of employment (Note: Failure to acquire NH certification will result in termination); successful completion of the IAAO or equivalent organization’s course in Advanced Income Approach to Valuation; and valid NH Driver License. Senior Appraiser
City of Woburn

Chief Assessor
City of Beverly

The City of Beverly is seeking qualified applicants for the position of Chief Assessor. The Chief Assessor is responsible for the administration and appraisal function for real and personal property and for the day-to-day management of the Assessor’s office including the supervision of technical and clerical staff. Additional duties include the development of revenue forecasts required for financial planning, representation of the City’s interests at the Appellate Tax Board and administering local excises, both motor vehicle and boat. This position also serves as the Chair of the Board of Assessors along with two appointed members. Associate’s or higher degree from an accredited institution of higher education in economics, business administration, finance, computer science, planning or a similar field and five years work experience in appraisal or assessment principals and techniques, preferably in a Massachusetts municipal setting, or some equivalent combination of education and experience is required.

Professional designation by the Massachusetts Association of Assessing Officers is also required. The city currently uses AssessPro as its CAMA package and MUNIS for financial reporting. Experience with one or both of these software packages is a plus.

Part Time Principal Assessor

The Town of West Stockbridge (pop. 1,650; 18.5 sq. miles; 1,066 Total real estate parcels; total real & personal property assessed value of $419,268,723) seeks applications from qualified candidates for part time Principal Assessor.
