Harry W. Vozella, Board of Assessors
Town of Franklin

A former member of the Board of Assessors from the Town of Franklin, Harry W. Vozella, passed away at 95. He served from 1985 to 2003. Harry served as an Assessor and in many other ways served his country, community and people.

Harry W. Vozella, a former attorney and Town of Franklin official, died Saturday at Milford Care and Rehabilitation Center on Saturday, February 13, 2010. The longtime Franklin resident was 95. His death is believed to have been caused by complications of anemia, said his son, Paul of Auburn. Mr. Vozella practiced law in Franklin for more than 50 years, doing wills, trusts, and real estate, his son said. He was a longtime member of the Massachusetts Bar Association. “He was always proud of being an attorney and always liked practicing law,’’ his son said. Mr. Vozella also served as a Franklin Selectman, a Postmaster, an Assessor, and was a member of the Franklin Rotary Club. He retired about 20 years ago, his son said. “He was always ready to do something for the town of Franklin.’’ “He was a very well-liked man in town,’’ said Debbie Pellegri, the town clerk who worked with Mr. Vozella when he was on the Board of Assessors. “He was involved in the community. He just loved Franklin.’’

Mr. Vozella was born in Norfolk and grew up in Franklin. He attended Walpole High School, but graduated from Franklin High in 1933. He is also a 1935 graduate of Bridgton Academy, a private postgraduate program for young men in North Bridgton, Maine. Mr. Vozella later attended Boston College on a football scholarship until 1939. He earned a juris doctor degree from Northeastern University School of Law in 1941. He passed the Massachusetts bar exam and served in the US Army Air Corps in England during World War II and became a captain, his son said. Paul Vozella said his father told stories of how a bomber pilot once brought him on a flight to see a bombed-out Europe during the war. “It made quite an impression,’’ Paul said. Mr. Vozella married Grace Morrisroe of Franklin in 1946. His son recalled his father as a great dad who was devoted to his family and always willing to lend a hand. “He was always very concerned about education, and he was an extremely honest guy,’’ his son said. “He really enjoyed people, and he was always ready to help someone if he could.’’ Mr. Vozella’s daughter, Ann Marie Matteson of Walpole, said her father was conscientious, hard-working, and family-oriented. She recalled his attendance at her brother’s football games, her school activities, and his curiosity about what his family members were doing. “He supported anything we wanted to do,’’ she said. “He was always asking [my husband] how business was going. I’m a teacher, and he would ask how school was. He was still always concerned.’’ Mr. Vozella was an avid fan of professional football and the Patriots, his son said. He was interested in current affairs and politics, and he enjoyed going out for music and dancing with his wife, Matteson said. He and Grace also liked to watch reruns of “The Lawrence Welk Show,’’ she said.

In addition to his wife of 63 years, his son, and his daughter, Mr. Vozella leaves one granddaughter. A funeral was held at St. Mary Church in Franklin. Burial followed at the parish cemetery.

City Assessor
City of Gardner

This is a department head level position, under general supervision of the Mayor providing professional, administrative, supervisory, and technical work directing the operations of the Assessor’s Department, in accordance with State and local statutes and regulations, and the policies/ordinances of the city of Gardner.Responsible for ensuring the accuracy and integrity of all assessment information for all city parcels. Stays current on market trends/legislation. Studies market conditions and changes, analyzes deeds, tracks building permits and land changes to determine trends and changes in property values. Supervises the review of all deeds, maps, plans, permits and other data to obtain accurate valuation data and to identify and locate all taxable property in the city. Assumes responsibility for revaluing property for certification according to related Massachusetts General Laws; responsible revaluation, including reviewing sales and properties (in the field), adjusting building and land valuation schedules, reviewing values and presenting valuations and methodologies for State approval. Responsible for working with the Engineering Department to maintain Assessor’s maps of the city. Maps and associated data are produced using GIS technology. Prepares all forms, lists and reports required to obtain State approval of city’s tax rate, in cooperation with City Auditor. Supervises the commitment of real estate, personal property, motor vehicle excise, boat excise, and special assessment tax bills to the Tax Collector. Assists members of the Board of Assessors in the preparation of tax rate documentation for state certification of the Tax Rate.

Qualifications: Knowledge of applicable federal, state and local laws relating to property assessment. Thorough knowledge of the computer assisted Mass Appraisal Systems. Education: must possess a bachelor’s degree in business administration, finance or a related field. Experience: Three years of experience in property tax administration. Working knowledge of Vision Appraisal, GIS software and demonstrated knowledge of Microsoft Office required.

Town of Burlington
Town Appraiser/Assessor

The Town of Burlington (population 24,320) seeks applications from qualified candidates for the position of Appraiser/Assessor. Burlington is located approximately 13 miles northwest of Boston and spans 11.88 square miles. Route 95/128 runs east/west through southern portions of the Town and Route 3 runs north/south through the western portion of the Town. Burlington is home to over 1,500 corporations, partnerships and businesses including numerous office and industrial parks and high tech campuses. Burlington has approximately 9,100 residential housing units with 73% of housing being single family and 27% multi-family condominiums and rental apartments. There are 700 additional units currently under construction.

Working under the administrative direction of the Board of Assessors, the Appraiser/Assessor leads a department responsible for appraising and assessing residential, commercial, industrial, and personal property within Burlington, and participates in municipal tax assessment activities. Qualified candidates will have a solid background in real estate appraisal with particular skill in commercial and industrial property, as well as knowledge of the methodology of property assessment. The ideal candidate should possess seasoned leadership experience in a collaborative fashion, sound judgment, strong budgeting skills, and a passion for public service. The candidate must have the capacity to build trust among internal and external constituents including outstanding interpersonal and communications skills, honesty, flexibility, and the ability to develop and maintain lasting relationships. Must have five years of progressively responsible related experience, including experience in a supervisory capacity. BA required in a related field, supplemented by training and experience in real estate appraisal, or a high school diploma with eight years of related experience. Must possess or be able to attain with two years of employment a certificate in municipal assessing, with a designation of either Massachusetts Accredited Assessor (MAA), Residential Massachusetts Assessor (RMA), of Certified Massachusetts Assessor (CMA) issued by the Massachusetts Association of Assessing Officers.

 ASSISTANT ASSESSOR

Assistant Assessor/Appraiser
Town of Rockland

Town of Reading

Appraiser

The Town of Reading is seeking qualified candidates for the position of Appraiser which serves as Head of the Assessment Division. The employee is responsible for highly complex administrative, supervisory and professional work in assessing real and personal property; in planning, managing and directing the activities of the Assessing Division.

The employee must have the ability to perform the assessment function on an in-house basis. Experience with the Community Software Consortium (CSC) is a plus. Municipal and/or MA experience preferred. The next triennial revaluation is scheduled for FY2011. The current software is subject to change. A qualified candidate must have a Bachelor’s Degree in business or a related field and a minimum of 5 years of related real estate valuation experience, or equivalent combination of education and experience. Must have State designation of MAA or the ability to attain it within two years of appointment. Must have valid driver’s license. State appraisal license or recognized appraisal designation is a plus. Salary Range: $69,459 to $86,366.

Collect data from other boards/officials whose actions may reflect a change in value; supervise and participate in the preparation of tax rate documentation for state certification; supervise the commitment of real estate, personal property, motor vehicle and boat excise and special assessment tax bills to the Tax Collector; responsible for Assessors maps working in conjunction with the City Engineer; attend professional meetings, training programs and seminars in order to stay abreast of changes or trends in the field and to remain familiar with Massachusetts laws and regulations concerning tax assessments; recommend the minimum Residential factor which determines the tax rate to the City Council; and testify on behalf of the Board of Assessors at hearings before the Appellate Tax Board and District and Superior Courts.

Qualifications: The successful candidate will have a bachelor’s degree in business administration or a related field. A minimum of five years of appraisal/assessing experience. In accordance with Department of Revenue regulations (830 CMR), any person who is elected or appointed as an assessor is required to complete the basic course of training and pass the examination prepared by the State Revenue Commissioner within two years following election or appointment.
