Michael Flynn, M.A.A., Newton has been appointed by President Jim Judge, M.A.A., Kingston as Chair of the Telecommunication/Utilities Committee.

Michael is pleased to report that RCN-BecoCom LLC has withdrawn without abatement the Appelate Tax Board appeals from FY01 in the following communities: Arlington, Boston, Brookline, Newton, Somerville and Watertown. Also appeals from FY02 in the following communities: Brookline, Newton, Lexington and Watertown. Also appeals from FY03 in the follwing communities: Brookline, Dedham, Newton and Watertown. Jim Michaud, Assistant Assessor for the Town of Hudson N.H. is running for the IAAO Executive Board. Jim served two years as President of the Massachusetts Chapter of the IAAO and continues to be an active member. He is dedicated to serving the Assessing Profession and would be a strong representative for the Northeast area. With Pat Hedwell of Conn. Coming off the Board there will be no representation from our area since Jim is running against a candidate from Chicago. The Executive Board has endorsed Jim in this election and it is our hope that IAAO members will vote for him in November. It is with great sadness that we inform you that Frank Bukunt, MAA former member of the Brockton Board of Assessors, passed away on Thursday, October 9th after a period of failing health.

Visiting hours were held on Monday, October 13 from 4 -7PM at the Waitt Funeral Home, 850 North Main Street, Brockton. Funeral arrangements are pending.

Fred J. McAnulty, Jr. passed away on September 2, 2008. A World War II combat veteran, he was a member of the Boston Assessing Department for more than three decades and held the position of District Director of Assistant Assessors. Married for 65 years to Doris, he was the father of nine children, an active real estate broker in the Boston area for decades and had a love of the Boston Red Sox.

Bob Addison, an assessor in Salem for many years and a former employee of MMC (Vision), passed away last night, September 21, 2008. Bob's funeral service was held Friday, September 26, at 10AM in the Full-Spychalski Funeral Home, 84 Washington Square East (Salem Common), Salem. Visiting hours are Thursday, 4-8PM with a Masonic Service at 7PM. Burial is at Greenlawn Cemetery, Salem. Henry R. Razzaboni of Wakefield, brother of Alfred Razzaboni, past President of the MAAO, passed away September 4th. The wake was Monday, September 8, 2008, at the McDonald Funeral Home, 19 Yale Ave., Wakefield from 4:00 - 8:00 p.m. Funeral mass was Tuesday, 9/9/08, at St. Joseph's Church, 173 Albion St., Wakefield, at 10:00 a.m.

Town of Medway
Administrative Assessor

The Town of Medway seeks qualified candidates for the position of Administrative Assessor. This position works under the administrative direction of the Town Administrator and the general direction of the Board of Assessors and according to Mass. General Laws and municipal policies and objectives. The Administrative Assessor provides financial information, analysis and consultation to the Board of Assessors, the Town Accountant and Town Administrator. A thorough knowledge of municipal law relating to property assessment and the levying of taxes is required. Ability to perform in-house revaluations, knowledge and experience with appellate tax board procedures, and the ability to effectively utilize the Assessor’s Department’s software (Kapinos) is sought.

Candidates should have a Bachelor’s degree in Finance, Accounting, Business, or related field, plus three (3) to five (5) years of municipal or probate appraising experience, experience with GIS. Two (2) years of Massachusetts Appraisal experience a plus. MMA, RMA, or CMA may be substituted for college degree or equivalent education and experience. Candidates should be State certified as an Assessor or shall obtain certification within two (2) years of appointment, have a valid driver’s license, and attain sufficient continuing education credits to be recertified. Position salary range is $65,000 - $76,000.

ADMINISTRATIVE ASSESSOR
TOWN OF WAYLAND

The Town of Wayland seeks applicants for the position of Administrative Assessor. Skilled routine to complex administrative, support, clerical and record keeping work relating to the operations of the Assessing Dept. in accordance with State and local statues and regulations and the policies of the Board of Assessors. Performs inspections and attends Assessors meetings.

Qualifications: Associates Degree in related field; completion of assessing courses offered by the Massachusetts Association of Assessors preferred. Over two (2) years of progressively responsible administrative work; experience in a municipal setting, a real estate environment and / or working with the public is strongly preferred. 2 years of experience may be substituted for the degree requirement. Part-Time Assessors’ Clerk

The Stow Assessors seek a part-time Assessors’ Clerk responsible for a variety of clerical duties requiring computer, communication, math, and good organizational skills. This position is a 15 hour-per week Union position suitable for parent’s hours, with a starting rate of $15.08 / hr.

Director of Assessments
Town of Granby

The Town of Granby seeks candidates for the psition of Director of Assessments. Salary range from $34,320 to $44,803. 40 hours/week with full benefits.

Position is responsible for maintaining a Visions database on approximately 3,100 parcels, 90% residential, plus personal property; working with the Clerk in interacting with the public on property value questions, excise taxes, administering abatement applications, and preparing the necessary forms for setting tax rates, DOR documents, recapitulation information, and advising the Board of Assessors.

Demonstrated experience and/or schooling required. Certified or certifiable as Mass. Accredited Assessor. Knowledge of Mass. Principals of real and personal property values. Administrative Assistant

Applications are now being accepted for the position of Administrative Assistant at the Assessors Department.

DESIREABLE QUALIFICATIONS: Strong verbal, telephone and inter-personal skills along with good typing skills (accuracy and speed). Proven experience with computer, calculator and copy machines. A firm knowledge of Mass Appraisal Software packages preferably PK Assessment Systems or other comparable appraisal software or an ability to learn appraisal software quickly. An aptitude for working with numbers and an ability to work with frequent interruption.

EDUCATION: High School Diploma or equivalent, supplemented by computer training or experience in Microsoft Word & spreadsheets i.e.: Microsoft Office 2000 or greater, Excel for Windows, etc. Good typing skills, (accuracy and speed), and an ability to operate calculator, copy machine, etc. Five (5) years work experience in an office setting, including frequent public contact.

This union position is a Grade 2 and has a starting salary of $14.25 per hour for a 35-hour week.
