(978) 774-2879 Application For MAA, RMA, CMA Designation MAAO Course 200 is a course dealing with the Assessors administrative responsibilities, and Appellate Tax Board procedures. This is an in-depth explanation of the Assessors everyday involvements. It is a course necessary to the new Assessor and useful to the experienced Assessor as a review. This course is worth 34 MAAO recertification credits. MAAO Course 1 - Comparable Sales Approach deals with the comparable sales approach to value, sometimes called the market approach. It offers a brief review of the necessary mathematical procedures required in our job. It also deals with the basic appraisal process, concept of value, and mass appraisal using the comparable sales approach. It is a course that takes the time to go into detail concerning a subject that is germane to our profession. This course is worth 34 MAAO recertification credits. MAAO Course 2 - Cost Approach is devoted to the cost approach to value. This course begins with a review of algebra and also reviews the assessment process. It will delve into the process of replacement cost, depreciation, cost tables, and adjustments. You will apply these procedures to both, the single property appraisal and the mass appraisal process. This course is worth 34 MAAO recertification credits. MAAO Course 3 - Income Approach deals with the income approach to value. The first section is devoted to basic statistics. The math reviews included in MAAO Courses 1 & 2 provide the basis on which to proceed to statistics. The course will cover the analysis of the income and expenses generated by income producing property and the development of economic rents, expenses, and cap rates in order to generate an accurate indicator of market value. This course is worth 34 MAAO recertification credits. MAAO Course 5 - Mass Appraisal of Real Property will lead the student through the process of mass appraisal of real property both residential and non-residential. In MAAO Course 5, discovery, listing, and valuation will be discussed. Our other courses have been directed toward single property appraisal, where this course applies those principles to a great mass of properties. This course is worth 34 MAAO recertification credits. MAAO Introduction to USPAP for Assessors - This 5 hour workshop will satisfy the USPAP obligation that was instituted as a recertification requirement as of October of 2007. It will cover the history and rationale behind USPAP as well as Ethics, Competency, and other applicable rules. Emphasis will be placed on the development and reporting requirements that Assessors can use in evaluating appraisals submitted to them in abatement cases as well as what is required of outside vendors who assist in mass appraisal for ad-valorem taxation. The workshop is worth 5 MAAO recertification credits. PROFESSIONAL DESIGNATIONS REQUIREMENTS PROCEDURE AND EDUCATIONAL COURSE
REQUIREMENTS FOR I. PRIOR TO APPLICATION: 1. Be a Regular Member of the Massachusetts Association of Assessing Officers. 2. Be a resident of the State or a full-time employee in an assessing jurisdiction in Massachusetts at the time of application and award. 3. Satisfactory completion of a course in Assessing Principles, Procedures and Administration. (Course 200) 4. Successful completion of a course in Assessing Tax Law sponsored by the Department of Revenue or M.A.A.O. (Course 101) II. APPLICATION: 1. Application and fee must be received by the Chairman of the Professional Admissions Committee. 2. Verification of date of appointment and satisfactory completion of required courses MUST be filed with the application. Must have no less than 18 months actual experience as an Assessor, or equivalent duties. 2. Pass a written examination for M.A.A.O. Course l - Comparable Sales Approach or equivalent. 3. Pass a written examination for M.A.A.O. Course 2 – Cost Approach or equivalent. 4. Pass a written examination for M.A.A.O. Course 3 – Income Approach or equivalent. 5. Pass a written examination for M.A.A.O. Course 5 – Mass Appraisal of Real Property. 6. Successful completion of the 15 hour National USPAP Course. IV. NOTES: 1. The application and recording fee for the M.A.A. designation shall be $50.00, payable with filing of the application. 2. A new application and fee would be required after two years. 3. No application will be accepted until the prerequisites are met and certification is on file with the Professional Admissions Committee. 4. Any holder of the C.A.E. designation awarded by the I.A.A.O. or C.M.A. or R.M.A. designation awarded by the M.A.A.O. who meets the prerequisites shall be designated a Massachusetts Accredited Assessor upon payment of the required fee. RECERTIFICATION OF PROFESSIONAL
DESIGNATIONS I. Each designated member of the Massachusetts Association of Assessing Officers must apply for recertification by their birthday every three years. II. The Applicant is responsible for supplying the necessary documentation for recertification of approved credit hours to the Executive Director. III. The Applicant if responsible for the recertification requirements for the highest designation that they have achieved. IV. To maintain their certification a member must attend forty-five (45) hours of continuing education over the three year period.
V. All courses/seminars/workshops have to be submitted to the Executive Director and approved by the Recertification Board of Review prior to submitting them for recertification credit. The Recertification Review Board will be under the control of the Professional Admissions Committee and will be comprised of the Education Committee, one member of the Professional Admissions Committee and the Executive Director and will be established to approve courses/seminars/workshops and assign credit hours. VI. A fee of $50.00 will be charged for recertification and is payable at the time of application. VII. Any designee who is no longer active as a Regular Member of the M.A.A.O. may apply for retired status by the anniversary of their birthday, every three years. The fee for this status will be $20.00.
